This effect can occur once every 5 seconds and scales with the higher of your Max Magicka or Stamina.

This is an overland set. Overland sets drop according to the following rules:

  • Dark Anchors and chests drop rings and necklaces (In zones without Dark Anchors these drop in trials and arenas)
